Dr. Paul Robert Skawran was born in 1900. He came to South Africa in 1927 and played a major role in fostering cultural relations between South Africa and Germany. During the 1930s, he organized student exchange programmes between South Africa and Germany.
He was also responsible for Dr. Hans Merensky making a substantial donation to the University of Pretoria, which led to the expansion of the university library.
Dr. Skawran founded the German-African Students' Association (DASUP) (Deutsch-Afrikanischer Studentenbund).
In 1938, he returned to Germany to continue his studies and came back home to Pretoria in 1950.
